Abstract
Unemployment remains a crucial labour issue at the regional level, including in Cirebon Regency. The high unemployment rate indicates a mismatch between the skills of the workforce and the needs of the business world and industry. This study aims to analyse the role of the Cirebon Regency Manpower and Transmigration Office's (BLK) of the Cirebon Regency Labour and Transmigration Office in reducing unemployment through competency-based job training programmes. This study employs a qualitative approach with a descriptive-analytical research design. The data used is secondary data obtained from official government reports, employment statistics publications, regulations and laws, as well as relevant scientific literature. Data collection techniques were carried out through documentation studies and literature studies, while data analysis was carried out using comparative qualitative analysis by applying triangulation to ensure data validity. The results of the study indicate that BLK plays a strategic role in improving the quality of human resources through competency-based job training that is relevant to the needs of the labour market and local economic potential. Training programmes equipped with competency certification are able to improve the job readiness and competitiveness of participants, both for entering the workforce and for independent entrepreneurship.
