The workforce population is three hundred employees, using the Roscoe technique consisting of one hundred respondents and using a simple random sampling technique plus twenty respondents to test the validity and reliability of the instrument. Multilevel linear regression was used to answer the research hypothesis. The results showed that the variables that had a direct effect were that leadership and training had an effect on organizational culture and motivation, leadership and motivation had an impact on performance, training and organizational culture had no effect on performance. Meanwhile, variables that have an indirect influence include Leadership influencing Performance through Motivation, Training influencing Performance through Motivation, and Performance not being influenced by Leadership or Training through Organizational Culture. Organizations need to strengthen leadership and design training programs that focus on increasing motivation, because these two aspects have been proven to have a direct impact on employee performance, as well as re-evaluate cultural elements that are less effective and adopt a more comprehensive and integrated HR development strategy.
